Friends Submission on Regional Governance

Upper tier governments have played a hugely significant role in providing coordinated and cost-effective management of our farmland and natural environment along with regional infrastructure, transit, public health and affordable housing.

In the Greater Golden Horseshoe the elimination of the 15 upper tiers will lead to a highly fragmented reliance on 6 single tiers and 91 lower tiers – severely undermining the current responsibilities and functions carried out by the upper tiers and leading to a highly inefficient, costly and much less effective integration and management of infrastructure, farmland, the natural environment, housing and public health.

Recommendation

If the upper tier governance model is deemed in need of replacement, the path forward is through the creation of single tiers – a tried and true approach in Ontario that addresses efforts to streamline our system of planning and governance.
